Allow to fine tune redirection handling in wxWebRequest (Issue #26047)

In addition to the possibility of disabling handling redirects entirely already requested in #19143, it could be also useful to specify whether HTTP method should be preserved when handling redirects which is possible at least with libcurl using its CURLOPT_POSTREDIR option, and should be possible with NSURLSession too by using URLSessionTaskDelegate.
