wxBitmapComboBox flickers on Windows. (Issue #24557)

When resizing a window containing wxBitmapComboBox, said wxBitmapComboBox flickers on Windows.
Can be seen in BitmapCombobox page on widgets sample, or in KiCad's layer selector in toolbar.
Platform and version information
- wxWidgets version you use: 3.2.4
- wxWidgets port you use: wxMSW
- OS and its version: Windows 11

This is 3.2-only, right? Because I don't see anything egregiously wrong in master.

Now I don't see flickering when resizing the window, but I see it when hovering and un-hovering the element in Read-only mode (when a bitmap with text is visible).
I guess there was some system precondition making it worse.
Doesn't seem to be reproducable in master.
