Use origin host for wxURL proxy requests (PR #27031)

Use the origin authority when building wxURL proxy requests, including non-default origin ports in both the absolute request URI and Host header. Keep explicit Host headers set after proxy selection intact.
Replace the disabled external proxy test with a loopback proxy recorder covering request target, Host, explicit Host, and origin port handling.
Fixes #10099
