`wxDateTimePickerCtrl` uses default appearance in dark mode under MSW (Issue #23704)

Need to find out if "SysDateTimePick32" has any support for dark mode at all, but this seems unlikely.

So we're going to need to custom draw it entirely ourselves, which looks like a lot of fun, or use generic fall back instead in dark mode.
