Fix wxStyledTextCtrl dark mode switching (PR #26639)

Add event.Skip() to wxStyledTextCtrl::OnSysColourChanged() so that upon switching to or from dark mode, the scroll bar switches modes.

Just FYI, the right way of updating these files is to run env -C src/stc ./gen_iface.py.
