Default wxUSE_ARTPROVIDER_TANGO to OFF for GTK in cmake build (PR #26929)

Matches configure.ac, which already skips the Tango art provider on GTK ports since the native art provider replaces it there.

swt2c left a comment (wxWidgets/wxWidgets#26929)The CI failure seems unrelated to the changes here, but seems to be the issue you fixed earlier. Not rebasing as it doesn't seem worth it as our CI queue is pretty overloaded as it is.
