Fix dark mode and DPI issues with ribbon's control buttons (PR #26663)

Replaces XPM images with actual drawing commands that scale well, look less cluttered, don't look pixelated, and match the ribbon's theme.

BEFORE (HiDPI on Windows [gets clipped], GTK [looks pixelated and bad under dark mode[):
