CHM issues

I hope you're doing well :)

It's been a lot of time I don't use wxWidgets unfortunately and I also didn't have much time to follow the development... till today: I had to update an "old" app I wrote with wx2.8.

Using wx again I found a couple of issues with CHM help manual which I think would be nice to fix for the new users which want to learn how to use the library, and in general to give a good impression to newcomers:

1) the download link for CHM from this page http://www.wxwidgets.org/downloads/, seems to be wrong; it points to 

  https://sourceforge.net/projects/wxwindows/files/2.9.2/wxWidgets-docs-2.9.2-chm.zip/download

 instead of:

   http://sourceforge.net/projects/wxwindows/files/2.9.2/wxWidgets-2.9.2-chm.zip/download

Other download links I've tested work fine instead.

2) more important: the CHM file which can be downloaded is missing the inheritance diagrams. I found this very annoying... I tried to reproduce the bug running "regen.bat chm" but inheritance diagrams have been correctly included for me, using Doxygen 1.7.0 (I see that the manual is actually generated with an older, maybe buggy?, version)...it has different problems (no tab images and a few arrow images are missing too), but at least includes the inheritance graphs!:)

I'm also going to post a couple documentation patches for review!

The link to the HTB file is also wrong (and it's not completely irrelevant
as some people do download it -- although I wonder why would anyone prefer
it). I can correct the link on the web page but I actually wonder if it
wouldn't be better to name the files consistently, i.e. call the CHM one
wxWidgets-docs-chm-2.9.2.zip. Chris, what do you prefer?

I agree that they're valuable and it's a pity they don't work. I suspect
that dot might be missing from Chris machine but I really don't know, I
hope Chris can look into this before 2.9.3.

Before kchmviewer stable version was released there was no decent chm
viewer on Linux (there were some, but they would crash on some pages,
had slow search, etc), so using .htb file was a better idea.

the CHM is very useful IMO, specially when you are developing with no
internet connection (and sometimes it happens!!)
