Add detection of `wxHAVE_ELF_SYMVER[_MULTIPLE]` to CMake (Issue #26360)

This is not urgent and not really needed as long as we don't use CMake for producing official releases, but there is a discrepancy between CMake and configure, which defines these symbols for stable releases if they are supported, while CMake does not.
