Summary: UTF-8 fixes

Initial Comment:
1. It changes internal names for utf7 and utf8 to utf-7
and utf-8, because detection checks for "if ( cs ==
wxT("UTF-8") )".
2. Standard locale names for both glibc and XFree86 are
xx_XX.UTF-8, not xx_XX.utf8.
3. Standard XFLD for unicode fonts is iso10646-1.
