wxRichTextCtrl: Basic screen reader support (PR #26202)

Added rudimentary (IAccessibility/MSAA) accessibility to wxRichTextCtrl to allow screen readers to read the rich text content as plain text on Windows. The advanced features of IAccessibility2 / IAccessibilityText (contextual reading of lines or characters, etc.) are not yet implemented. wxAccessible support for NSAccessibility on macOS is a work in progress. wxAccessible support for IAccessibility2 is a work in progress.
Mitigates #26051 but does not fix it.
