need wxGetStockHelpString documented (Issue #26206)

marekr created an issue (wxWidgets/wxWidgets#26206)

wxGetStockHelpString was added but it uses an arg of type wxStockHelpStringClient which was not documented.

This results in a build error in wxPython for the missing type

But this is why it would be so nice to have a CI job building wxPython with wx master...

Sorry Scott, I honestly didn't mean to nag, it was partially an attempt to convince myself to do something about it. But I'd, of course, still appreciate if you did it before me :-)
