MSW: Remove USE_NOTEBOOK_ANTIFLICKER (PR #26684)

Remove the USE_NOTEBOOK_ANTIFLICKER configuration option macro. It seems this was only needed for Windows CE. Changing this option results in a link error, since 16727d1 (Start implementing our own wxNotebook drawing in dark mode, 2022-12-21).
