Add clang-format configuration (PR #26722)

Add a root .clang-format matching the wxWidgets coding guidelines for indentation, brace placement, line length, control-statement spacing, and related formatting behavior.
Keep include sorting and comment reflow disabled to avoid unnecessary churn.
