Not very sure if this is the right place to ask. But I do not find

I try with Huawet e161 3g flash stick connecting to the internet, but
fail with an error message saying
NO CARRIER
--> No carrier! trying again.
--> Sending : ATDT*99#
--> Waiting for carrier
Environment that throws error is centos 5 (kernel 2.6.18), wvdial
1.54.
In this environment, /etc/wsdial.conf contains (with or without Stupid
Mode and Carrier Check still throws No Carrier error)
[Dialer Defaults]
Init2 = ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
Modem Type = Analog Modem
Phone = *99#
ISDN = 0
Username = <...>
Init1 = ATZ
Password = <...>
Modem = /dev/ttyUSB5
Baud = 460800
Stupid Mode = 1
Carrier Check = no
/etc/udev/rule.d/52-huawei.rules (using ATTR would cause udev failing
to add this rule.)
SUBSYSTEM=="usb", SYSFS{idProduct}=="1446", SYSFS{idVendor}=="12d1",
RUN+="/usr/sbin/usb_modeswitch"
What might be the root cause? Or any additional information I can
check?
I appreciate any suggestion. Thank you.
P.S.: Is it possible the problem of wvdial version used? I notice that
another machine that runs debian squeeze can connect to the internet
without a problem (env include kernel 2.6.35.4, wvdial 1.60) and the
config is almost the same.
config in debian /etc/udev/rule.d/50-huawei.rules

+="/usr/sbin/usb_modeswitch"
