What does "step by step" mean?

8R1WA is on 10 meter SSB right now (28.450).  I'm not quite sure what the DX station means when he says "step by step".  For example, he says 8 Radio 1 Whiskey Alpha listening up 5 to 10 step by step.  The op seemed to emphasize the words "step by step" in his transmission as well.

Unless he spelled it out on his webpage or in some other public forum, I believe he means he is going to either move up or down a small bit after each different contact and will not listen for additional calls on the same frequency. That's an attempt to spread out the pile up to make it easier for him to hear separate calls.
