Mail Delivery of QSL's is Now a Problem

Today I received the following email from XE1XA who I worked on 23cm EME.  On December 12th I sent him my QSL, SAE and $3.  Apparently it took more than 3 weeks for it to reach him.  But, now he is not able to send me his QSL by mail!

Hi Clark,

I received your QSL card a week ago, thank you very much. I tried to send you my QSL, but for some reason related to postal rate agreements between the USA and Mexico, postal service is suspended!. I will send you my QSL as soon as possible with someone traveling to the USA.

I have seen other mentions on various reflectors about some countries no longer being able to send QSL's to the U.S. because of Tariff restrictions.

In the last month I have managed to receive QSL's from Belgium, The Netherlands, and Germany but it shocked me to learn today that a simple letter envelope with a QSL inside from Mexico was not able to be mailed to the U.S.
