I found this link on HUD's site that explains the revisions to the certification process for FHA loans.

It is dated Sep 13, 2012 and goes at least until Aug 31, 2014 unless extended.  Apparently, condo financing using FHA was terrible since 2010 - the changes Abby pointed out.  So HUD has decided to make things easier.  This is good news for us.
