Mods to Httpd - charset encoding

Hi All,

I've just made some mods to Httpd to properly handle explicit charset
encoding of uploaded entities. Used to assume utf-8, but that only
(almost) works for text/* type content, and we came across something
which isn't that (fossil.)

This could conceivably cause problems, although I don't necessarily
expect it to, I'm flagging the change so people can be vigilant and I
can fix anything arising.
