0.4.6 Release

This release contains fixes to the runtests.py file that's generated during project init.  If you have an older runtests.py file, you can replace your copy of 'runtests.py' with the latest version of https://github.com/wiredrive/wtframework/blob/master/runtests.py.  It contains fixes to using multiple config files.

Also contains some minor changes to a couple new config settings and a bit of code cleanup.
