A report page which list the WsgiDAV source code TODO comments

Hi,

WsgiDAV source code content many TODO comments. So, I've generated a
report page with xxxreport tools.

that's a good start.
I guess we should classify them into
- outstanding bugs
- features, ideas
- reminders, where i wasn't clear about correct RFC interpretation

Some may be simply deleted, when beta testing shows, that WsgiDAV runs
well.
Most others should become issues.
Some of them may even deserve a discussion thread.
