Dear McKinney Campaign Advocates,

 

As many of you probably saw, HUD released the FY 2011 Continuum of Care (CoC) Notice of Funding Availability (NOFA) this morning. It makes available at least $1.63 billion for CoC Homeless Assistance Programs. Applications must be submitted by Friday, October 28. For more information and HUD resources, click here.

 

Although we were able to secure a slight increase in funding for HUD’s McKinney-Vento programs in the final FY 2011 appropriations bill back in April, it was insufficient to fully implement the HEARTH Act. The NOFA notes several things regarding HEARTH implementation. HUD says that they anticipate a final rule “shortly” on the definition of homelessness. A draft regulation on the definition was released in April 2010. HUD anticipates that the rule will be finalized in time for changes to be in effect for all SHP and S+C projects awarded funding under this NOFA.

 

The NOFA also notes that “HUD anticipates publishing proposed regulations implementing other HEARTH amendments in Calendar Year 2011.”

 

This NOFA only further highlights the great need we have to secure a substantial increase in funding for HUD’s McKinney-Vento programs in FY 2012, so that we can more fully implement the HEARTH Act. Please continue to contact your representatives and senators to urge their support for providing $2.4 billion for McKinney-Vento programs in FY 2012. Congress will return to session next week, after the Labor Day holiday. Once they’re back in DC, Congress is expected to begin advancing some appropriations measures shortly. As soon as we have more information on the timeline for the FY 2012 HUD appropriations process this fall, we will let you know.
