Subject: Seniority Rules for Bumping Under Attack

 

As some of you may know, the City’s Department of Human Resources is asking the Civil Service Commission to revise the Rules and end city-wide bumping when there are layoffs. This would mean that a more senior employee could bump the least senior person in their job class only within their home department and could not bump into a different department. This obviously would greatly limit the bumping opportunities.

 

The Commission meeting is set for Monday, December 20, at 2:00 p.m. at City Hall, room 400.

 

Once we discovered that this was on the Commission’s agenda we moved quickly.

 

Our law firm requested a continuance of this item to a later meeting (a copy of the letter is attached to this email). If granted the continuance, we can have our attorney with us to help present our position in front of the Commission and be prepared with the contract history and other relevant information.

 

We do need a moderately sized group of members at the hearing on Monday to be prepared to speak in support of continuing this item.  If we try to fight the proposal on the spot we may loose the opportunity to present our full case as strongly as we could at a subsequent meeting.

 

The item could be continued to the Commission’s next meeting on January 3.  It seems unlikely (though not impossible) that we will get the Commission to delay beyond then.

 

We are coordinating with other unions representing City employees and many of them will be joining us at the Commission on Monday.
