As a somewhat contrived example, let's say that I've twenty embedded
devices (each connected on a local area network) hosting a service to
somehow switch on/off a light bulb. What are the possible approaches,
if any, for a client to invoke each service with a single rather than
twenty messages?
Obviously, this is to reduce network traffic... I'm thinking of
something similar to the 'probe' multicast which is performed by ws-
discovery except that I want to 'switch on' or 'switch off' instead of
'porbe'. Any suggestions would be appreciated;-)

In theory it is possible to host services on a device that offers more
bindings like the mandatory soap-http-binding. In practice there is the
problem that there is no proper soap-over-udp-binding for WSDL and
ws4d-gsoap still misses the infrastructure to host such services. But if
you want, we can work on this issue together.
