The 5, 6, 7, 8 just refer to people as they come out of hiding- here's 5 people, now 6, now 7, now 8-

at the end of Hide and Seek, when the person trying to find everyone gives up (or the kids are being called home for dinner or for bedtime) and the game has ENDED- he (or she!) can call out "Olly, olly, oxen free" meaning whoever comes out now CANNOT be tagged. The game's over- it's time for everyone to just come out and join everyone else again.

So I am comparing the two, saying the way the junkies gather in the park is LIKE watching the end of a game of tag- suddenly, they come out, one by one, and join the loose gathering.

And it superficially implies the junkies are like little kids- they really don't understand what they are doing, all the possibilities in life they are throwing away. ANd that they are Spending their Lives in Hiding from life, not living.
