Scene in Winter--
Here are puffs of snow similar to how I was seeing them in my mind:

I wanted to imply, with "puffs" that the tree is NOT COMPLETELY covered in snow--
either some of the snow has already melted off, leaving just these "puffs" to be seen-
or it had not snowed THAT heavily, so the tree only has these "puffs"-
it is not completely covered.
I Definitely SEE them as PUFFS, like bits of puffy clouds.
It is the vision of them as "puffs" that started me writing the poem.
And yes, "Scene in Winter" is meant to put the words "Seen in Winter" in your head at the same time!
