Quotes and Periods and Question Marks treated differently!

By now, I believe most of you have learned periods go INSIDE QUOTES!
99 to 100 percent of the time!
However, question marks and exclamation points DO NOT follow the same rules.

From a Grammar Website:
Place a question mark or exclamation point within closing quotation marks if the punctuation applies to the quotation itself.
Place the punctuation outside the closing quotation marks if the punctuation applies to the whole sentence.
