Writemonkey 2.7 for Windows not starting

I download WriteMonkey 2.7 and extract the files to a folder where I have admin rights. When I run the application (WriteMonkey.exe) it doesn't start; Windows indicates loading in progress a few seconds and then nothing happens. 

I've tried redownloading/reextracting with same result. 

Newer version is of no interest to me.
