About the conversion of 6 digit CUSIP, 8 digit CUISP and PERMNO

I am doing a M&As disseration. I am a little confused that which CUSIP I should use, target CUSIP or acquiror CUSIP. 
Meanwhile, how to transform 6 digit CUSIP to 8 digit CUSIP, just add digit "10" after the CUSIP number, OR I should use WARDS to translate it.
How can I translate the CUSIP number to a PERMNO number?

hi,

I would remove the last 2 digits from the 8 digit CUSIP and then match it with the 6-digit CUSIP. (First 6 digits are issuer, see https://www.cusip.com/cusip/about-cgs-identifiers.htm)

To get from Cusip to permno, you could use crsp.dsenames: https://wrds-web.wharton.upenn.edu/wrds/tools/variable.cfm?library_id=137&file_id=67058
