How to access LAN IP from WPN-XM in my mobile devices?

There are 2 IPs

I tried to use one of these IP to enter url on my mobile device, it appears an error ERR_CONNECTION_TIMED_OUT, is there a way to fix this problem? Configure firewall settings or something else?
