LOWER MAINLAND - A Winnipeg Hells Angels member believed to have been
hiding out in Metro Vancouver has been charged with manslaughter after
being arrested on Valentine's Day in Whistler.
William Bowden, 32, was celebrating the special day in the resort town
with his girlfriend and others linked to the notorious biker club when
he was picked up on an outstanding Manitoba warrant for failing to
appear on drug and gun charges.
Bowden -- known as Billy -- was transported back to Winnipeg
Wednesday, where he was charged with manslaughter in the stabbing
death of 24-year old Jeffrey Engen in a downtown cabaret last
November.
Two other Winnipeg men were also charged -- Joel Braud, 24, and
Matthew Weiger, 32. They were arrested Wednesday by the organized
crime unit, Winnipeg police Const. Jacqueline Chaput said.
RCMP Insp. Gary Shinkaruk, head of the outlaw motorcycle gang section
in B.C., said Bowden is well-known to police in this province as well
as in Winnipeg.
"We were working closely with police in Manitoba. We knew Bowden had
strong ties with the Lower Mainland," Shinkaruk said.
Bowden had been in B.C. "for a while," Shinkaruk said, adding police
were aware of his presence in B.C. and his planned trip to Whistler
for a getaway with his sweetheart and biker friends.
(If they knew Bowden was in BC why wasn't the public alerted through a
press release? This man has been involved in violent incidents where
innocent ppl were killed. Let the public know this person is in the
province and hopefully a member of the public or his gang buddies will
turn him in. Eileen Mohan has been calling for a website with all
known gangsters on it ever since her son was killed in an unsolved six
person homicide in Whalley. I agree. Why should ppl like Billy Bowden
be allowed to party in bars without the public being aware he is at
large?)
"We as law enforcement have learned that we have to work together as
one," Shinkaruk said.
"This is a great example where we worked with police agencies in
Manitoba to arrest somebody who thought they could avoid detection
here."
Bowden was a long-time associate of North Vancouver's Bekim Zeneli,
who was murdered in Thompson, Man., in December.
Zeneli, 33, was the head of a street gang called LHS -- loyalty,
honour, silence -- and had been involved in a turf war with Ontario
members of the Hells Angels for control of the drug trade in Thompson,
according to police affidavits released last month.
Zeneli lived with his wife and kids in B.C. but sold drugs in
Manitoba.
The court documents said a plot to kill Zeneli was hatched in December
2006 following a meeting of several Hells Angels and associates in
Winnipeg and that Bowden was also targeted for violent retribution if
he did not "side with the club."
RCMP in B.C. sent several warning letters to both Zeneli and Bowden to
tell them their lives were in danger because of the in-fighting among
the Hells Angels in Manitoba.
Some believed Bowden had been kicked out of the biker club, but police
said Thursday that he was still regularly in the company of full-patch
members.
Zeneli, who commuted from B.C. to Manitoba to traffic, was sentenced
in 2004 to six years in prison for a number of offences including
money laundering and cocaine trafficking.
Bowden travelled often to B.C. and had been seen regularly at Hells
Angels events in this province.
An arrest warrant was issued for him after he failed to appear in
court in January for a preliminary hearing. He had been charged in
January 2006 with possessing a loaded nine-millimetre semi-automatic
Glock handgun and some ecstasy. After Bowden missed court, the charges
were stayed against the co-accused in the case, former Winnipeg police
officer Ken Houston.
Bowden survived a shooting in March 2005. He was hit in the leg by a
gang associate in a bar-room shootout. The other gangster was also
wounded by someone returning fire. No one was ever charged.

extortion, homicide, kidnapping, prostitution, meth and cocaine
dealing, rape, armed robbery and motorcycle theft and child
pornography
as well as phony currency and witness intimidation and obstruction of
justice. They have been known to bribe and scare law enforcement
officers and judges into doing their bidding. These ppl must be
rooted
out of the Cdn justice system. Two judges have actually done their
job
and declared HAMC a criminal org and the Victoria Times-Colonist is
calling for it to be banned as a terrorist org.

We should encourage those who make and enforce our laws in their
efforts to eradicate them."

The White Rock chapter Sgt.Of Arms, Villy Roy Lynnerup, recently was
arrested for trying to board an airplane at YVR
with a loaded firearm. Was probably going to crash the plane into the
Downtown courthouse or hold the passengers hostage in exchange for
the
release of Moms Boucher and all imprisoned full patch members. All
the
Hell's Angels, their supporters, associates etc. should be imprisoned
for twenty years
their children put in foster care and their assets seized.
Ppl are trying to get HAMC listed as a terrorist org. If you support
this
then write letters to editors of local newspapers and your local MP.
As well John Les the solicitor-general of BC has advocated banning
the wearing of gang colours such as biker patches in bars. Since HA
is
known to frequent Brandi’s and the Cecil and has links to
various bars in BC that would be an improvement. The gang has a
history of intimidating
bartenders, infiltrating unions involved in the bar industry, beating
and killing strippers and beating customers to death at random for no
reason. Contact your MLA as well as the local media and tell them you
want this implemented sooner rather than later.
VPD is appealing again for info about the homicide of Maria Yvette
Monzon who was shot dead on the westside of Vancouver. She was killed
by HA but the police have never stated that. There is a reward.
Colleen Reiter (Ryder?) of Surrey was killed by HAMC but the RCMP
refuse to confirm this.
The house between 13710 and 13734 108 Ave still has no house numbers
visible from the st. The numbers should be as big as the neighbours.
