Are there any good/bad places in Winnipeg to purchase a replacement
Li-Ion notebook battery?

I went to the US to a reasonable place I found using Google. The retail
for my laptop bat in Wpg was around $300 and I got it for around $125
canadian. When it came I noticed the bill said it was a "repaired" unit,
so there was no duty and the value was $20. It looked new and worked
well. A rebuilt one here was quoted at $350, in other words, they didn't
want to do it.
I guess its like anything else if it a common replacement it is easy to
get at a reasonable price, if not, look out!

Active Battery on Arlington rebuilds some kinds of batteries for
reasonable prices - I don't know about laptop.

So where in the U.S. did you get one? Got a link?

I will try to find some correspondence. I found them using google and
comparing prices. They were in NY as I recall. Will post more if I can
find it. I'd give some places in Wpg a call first, in case your battery
is not an orphan as mine was. It may be reasonable here, mine wasn't.

Not in town, but I've purchased a battery from Intelligent Batteries:

They were fast and good and in Canada.

I have also used Intelligent Batteries, however they sent the wrong one
for my Compaq, but I had no trouble returning it at their cost & refund
was prompt. Would use again if needed.
I ended up having the old battery rebuilt at a Winnipeg Radio Shack and
very happy with results-rebuild was better that original capacity. Cheers
