restriction on participation

Dear Richard,

can u please clarify the following- 

(i)   is there any restriction of participation from each country. Like one country should have only one team or two teams?

or 

(ii)  a team should represent a specific country 

or

(iii)  is this an individual participation. Like any individual can participate on his own expenses if he has a valid sporting license.
