Issue 1348 in wp-e-commerce: Clicking the Calculate button doesn't display the shipping quote panel

What steps will reproduce the problem?
1.First time visit to site - OR - if you clear your history. Does not
happen once your information is saved in the form... If you do this more
than once - clear your history in between to make the issue repeat.
2.Go to www.sahadis.com
3.Add anything to cart
4.Checkout (or go to cart via cart link[s]
5.input Country / State (page refreshes - why?) / postal code and click
Calculate
6.Site "works" - like it is getting the UPS shipping quote. Once done - the
UPS shipping quote panel does not show, so the customer can't choose their
shipping rate.
What is the expected output? What do you see instead?
When clicking the Calculate button on the checkout page, the UPS shipping
quote panel should appear showing the radio button to choose the shipping
rate. This panel does not appear. The only way to get that panel to appear
is to click the "checkout" button on the checkout page or to skip down to
the bottom and click the "Purchase" button. If you opt for he purchase
button - and haven't entered any other information - you bounce back to the
checkout page with all the errors in red signifying missing data entries -
but the UPS shipping quote now shows and you can select the rate. When you
click the blue checkout button, the page "refreshes" and then the UPS panel
appears and you can go on with the order.
What version of WP e-Commerce are you using? WordPress version? Which
browser?
WP e-commerce Version 3.8.14.3 / IE11; Chrome; Firefox - we keep everything
updated - Wordpress / all plugins / browsers / etc.
If this issue has been discussed in the forums, please link to the relevant
posts.
None that I have found match up exactly, but I tried many "close" fixes
that did not help...
Please provide any additional information below.
I tried the following fixes: various code edits in various files - bits and
pieces that I found online that helped other issues that were similar but
not exact - none of them worked and were all reverted. I also tried
changing to different themes - did not work. I reverted the
wpsc-shopping_cart_page.php to various different older copies - did not
work. I tried various tweaks to the shipping quote functions - forcing the
quote; setting the default country to US; making checkout form fields be
non-mandatory/mandatory - did not work. I also tried reverting the checkout
forms to their default (deleting the MySQL table and letting the plugin
recreate) - did not work. I have disabled all plugins/widgets, turned the
store on/off - all to no avail. I'm literally out of options!
The only thing that "sort of" works is if I enable another shipping method
- say Flat or Fixed Rate. With that enabled - alongside the UPS method - I
get BOTH options to show - flat rate and UPS as choices. Problem there is
we only ship UPS - so flat or fixed or weight rates can't be used and what
values could I possibly put in for flat rate that would force the customer
to choose the UPS option? But this is a sign that it is working - sort of.
I have exhausted my knowledge on every possible and obscure fix I could
find - all to no avail.
I attached 2 screenshots - the first shows the shipping calculator filled
in - after the "Calculate" button was pressed. The UPS shipping options is
absent.
The second shows the UPS shipping calculator there - after I pressed
the "Checkout" button (to the right of the page). I had to add "special"
instructions (in blue writing) to make sure the customers can see their
shipping quote...
