I set up a new Wordpress site using WPEC for a client a few weeks ago.
They only charge sales tax for in-state transactions.
They have made 3 out-of-state sales so far, and in all three cases the
Shipping Address has shown the customer's state, but the Billing Address
shows the business' state instead, triggering the tax and adding it to the
transaction.
I have tried re-creating this error but haven't been able to. So I don't
know how to fix it, nor can I determine why it has happened to all 3 out of
state customers.
What steps will reproduce the problem?
1. Cannot seem to reproduce, though I am guessing it is related to
the "Same as billing address" checkbox. Since the customer's data entry is
in the 'billing' area, they must be putting it in correctly in the first
place for it to pass through properly to the shipping address.
What is the expected output? Billing address does not change after it's
been inputted properly.
What do you see instead? Shipping address is correct but billing address
shows business' state instead of the customer's state.
What version of the product are you using? On what operating system?
3.8.12.1 running on a Linux server.

might be exactly the opposite; I read this to say their shipping address
was changing after checking the "same as billing" box.
