Reduced Upload Limits

I've been uploading pdfs to a site using WP Document Revisions and lately I've been experiencing gradually reducing upload limits. It's now gotten to the point where the upload limit is at 18kb and I'm unable to upload anything because I keep getting error messages saying my files are exceeding the limit. I would really appreciate any help I can get with this issue.
BTW, the problem seems to only exist within the multi-file uploader.
