Withdrawal of certification of some measures

On January 31, popHealth failed Cypress testing for the following measures, so
these measures will be withdrawn from the Certified product in the
documentation for popHealth in the next week or so. I am pleased in the sense
that popHealh will continue to exist for the remaining measures.

We have been extremely fortunate that current volunteers have been able to
continue supporting the majority of the measures. There are even an number of
new measures which have not been certified that are passing Cypress testing.

If these measures are needed and we can find volunteers to fix the problems, we
can recerifiy them or certify the new ones that pass Cypress testing.
Considering the cost of recertification, we would need to justify the expense
by having users we know will need them and we will likely need financial
support to pay the fees for certification of new measures or recertification of
the failed measures.
