visibility of base map layer and editing layer property descriptions

Two new "new guy" questions:
1) I like the ESRI Light Gray Reference for this project as it gives enough of the map to be legible but not to distract from the icons. That said, it disappeared for some reason for the last two days (it's back today). Is that standard?
2) I see how you can change the title of the Layer through the right click, "layer properties" option. But can you also edit the description? I was thinking about putting source data in the description and that will, obviously, be something that expands over time.
