I am looking to hire someone to create a multi layered map focused on
Sub Saharan Africa - does anyone in this group do such work or know of
anyone to refer me to?

Yes. It depends on what sort of map you want. Are you interested in
something on the web or something that will be printed. Let me put you in
touch with a couple of people at the Center for Geographic Analysis. They
should be able to find someone for you.
