Dear Stakeholder,
The Wisconsin Department of Natural Resources (DNR) Division of Forestry is committed to informing and involving stakeholders in the development and review of materials that guide our programs.
The Tax Law Section is especially eager to incorporate improvements via feedback from stakeholders, creating opportunities to identify potential concerns and unforeseen impacts, understand diverse perspectives and determine the level of stakeholder support for our documents.
The documents with revisions available for review and comment through Nov. 30, 2025, are:

Forest Tax Law Handbook, Chapter 201: Managed Forest Law Procedures for Applications and Management Plans

Appendix 201H: Sharing Archaeological and Historical Data
Limited revisions were made, for the purposes summarized below, to keep the Handbook current in keeping with technological improvements and continuous quality improvement. Revisions are highlighted in the updated drafts and:
- Reflect recent enhancements to the management plan template in the Wisconsin Forest Inventory and Reporting System (WisFIRS).
- Better align with expectations for the quality and completeness of data and documentation submitted via WisFIRS.
- Provide clarity around justifying enrollment of acres by PIN.
- Align with the updated department process for accessing archaeological and historical data.

The Forest Tax Law Handbook serves to digest the law relating to the forest tax programs and provide guidance for the administration and implementation of the Tax Law programs. The Handbook embodies statute and rules and provides greater procedural detail to ensure consistency in their application. As such, the chapters provided for review have been updated to reflect changing regulations and operational efficiencies, as summarized above and detailed on the Stakeholder Input webpage.
