All Databank datasets are available via the API. The general format of API calls and parameters is here: http://data.worldbank.org/developers/api-overview.

Here are some API calls to retrieve GEM data:

http://api.worldbank.org/v2/en/sources/15    # GEM dataset

http://api.worldbank.org/v2/en/sources/15/indicators    # indicators in the GEM dataset
