Update site missing content.xml?

When trying to install Workspace Mechanic in Eclipse Luna (4.4.0 build 201406-12-0600) it complains about http://workspacemechanic.eclipselabs.org.codespot.com/git.update/mechanic/content.xml which seems to be missing from the update site. 

I looked at the update site (http://workspacemechanic.eclipselabs.org.codespot.com/git.update/mechanic) with Chrome and there seems to be no such file.

I downloaded the files I could see at the download site and found that if I extracted content.xml from content.jar Eclipse Luna recognized the folder as a local update site.

Instead, now I am stuck with the following error:

An error occurred while collecting items to be installed
session context was:(profile=epp.package.standard, phase=org.eclipse.equinox.internal.p2.engine.phases.Collect, operand=, action=).
No repository found containing: osgi.bundle,com.google.eclipse.mechanic,0.4.0
No repository found containing: org.eclipse.update.feature,com.google.eclipse.mechanic,0.4.0

Eclipse uses the artifacts.jar and content.jar files, instead of the .xml ones. Why do you think you need an XML file?
