is there a way to check for a certain file in .metadata?

Hello,
Everytime I create a new workspace I need to copy a certain .xml file into the .metadata folder of that workspace.
Is there a away for workspace mechanic to scan for the existance of that file automatically?
And if it's not there I can copy that file from a shared folder over or something?
