I have been having issues installing AutoCAD 2021 on my Windows 10 64-bit computer. I have tried both installers on the education downloads page (Install and Download) and have had no luck with either, both producing an error code. I think in the initial message I sent the error it was giving me was error code 240 however I tried manually installing the Autodesk Licencing service and now the error code is 250. I have of course searched for the error code online and on the Autodesk forums but error code 240 and 250 are not documented anywhere for some reason.
I did manage to successfully install the software with the same install file (The download one) on a Hyper-V Virtual Machine. I also managed to successfully launch the software and log in with my Autodesk ID on the 2nd Feb, an issue that you mention in your reply. This lead me to believe that there was possibly an old version of some Autodesk software on my host OS causing it to be unable to install. I found a post on the Autodesk forums that helped me purge all Autodesk files from my computer to perform a clean install but that didn't work. Stability on the VM was not great because I could not utilise my computer power as well as I could in the host OS so I could not use this as an option.
I attempted to install again today on my host OS as your message said there were known issues that have been fixed, however I can confirm that the system error you refer to was not the source of my problem. I will include the installation log of my attempt to install it today and hopefully this will give a better indication to what may be the problem. Here also are my system specifications to ensure that I have as many bases covered as possible:

I of course already did this but was willing to try all the steps again including the ones on other pages referenced on that page. I got the same error 240 again as expected, however I also noticed this time some strange behaviour from the installer (on this occasion I was using the installer for AutoCAD named "Download" on the get products page). The installer starts at 13 of 15 remaining and then counts down to 12 and then gets to 11 when it shows it is installing Autodesk Licencing. The progress bar for Autodesk Licencing does not reach the end and then it counts back up to 12 of 15 and starts installing a materials library. It then keeps counting up until it reaches 14 and then shows the Installation incomplete page and error code 240.

It sounds like you may have an open case with Technical Support, could you share the case number with me so that I can look into this a bit more for you?

When I try to sign in to Vehicle Tracking it pops up a sing in page but when I click to sign in it disappears and gives me error "Failed to retrieve a Autodesk Vehicle Tracking license [Error code 3: user canceled authorization]"

I was having the same issue today. Fiddled around with it for about an hour with no luck. Then I tried signing out of autodesk (within Autodesk Map 3d in my case) and then signing back in . It worked!
Try to log out of your autodesk account in AutoCAD using the "Sign Out and Quit" option in the upper right corner of the program interface. The program will close, restart it, log back into your account and try to enable Vehicle Tracking. I don't know why but it worked for me.
QR Codes, also called mobile barcodes, can represent plain text, URLs, contact information, or geographic coordinates (using the FIELD command). Any existing text objects can be converted to QR codes by setting the Optically Scannable (text) property to 'yes' in the Property palette.
This works well enough to create QR codes, but every once a QR code is in a drawing, it somehow breaks dimensions and leaders. When stretching the text for both leaders and dims disapears and is replaced with '...'. The original text or dimension reappears when the stretch or move command is finished, but it makes it really hard to locate Mleaders and dimensions in clean locations on drawings when you cannot see the size of the text you are trying to move.
