Coupon Question

I hadn't dealt much with coupons before today, and when I set one up
today, it didn't behave as I expected, so I'm asking if it's behaving
as intended, or if this is a bug or overlooked detail.

When I created a coupon with the Apply on All Products option enabled,
when I tested a purchase where I bought 2 of the same product, the
coupon was only applied once, (so, I bought 2 of Widget A, but only
received one discount). If I buy two different products I get the
discount twice, (so, 1 of Widget A and 1 of Widget B gives me the
discount twice).

Is this the intended behaviour? In my situation I'd like to have the
discount applied to every item purchased, so if I get 2 of Widget A I
would like to have the discount twice. I'm using dollar-value
discounts, not percentage-based discounts.

Also, I'm running WPEC 3.8.7.1. If this has been updated in a more
recent version feel free to yell at me ;) (But I couldn't find any
mention of it in the issue tracker).
