Quick-build projects are reversible, adjustable traffic safety improvements that can be installed relatively quickly. Unlike major capital projects that may take years to plan, design, bid and construct, quick-build projects are constructed within weeks or months and are intended to be evaluated and reviewed within the initial 24 months of construction. Typical quick-build type improvements include:
Upon completion of the Quick-Build Toolkit project, every remaining intersection on the Vision Zero High Injury Network will receive core treatments, including crosswalk upgrades, daylighting, advanced limit lines, pedestrian head starts, and longer walk times. Additional screening will be done to identify intersections needing signal head lens upgrades, painted safety zones, and turn calming.
The public and neighboring stakeholders will be informed of these projects prior to construction and will have the opportunity to provide input at a public hearing. Additionally, the SFMTA, through its Vision Zero Safe Streets Evaluation Program, will analyze projects pre- and post-implementation to review outcomes and determine design effectiveness. These findings will be reported to the public on the SFMTA website as well as reported back to the SFMTA Board of Directors within 24 months. Evaluations will inform near-term modifications and long-term designs for streets.
Since quick-build projects are focused on the Vision Zero High Injury Network, often where a longer-term project is planned, not all projects are suitable for quick-build implementation. The SFMTA will continue to work with its City and stakeholder partners on the implementation of longer-term projects that include hardscape safety improvements and streetscape elements.
Vision Zero is a citywide policy passed in 2014 and it is a commitment to build better and safer streets, educate the public on traffic safety, enforce traffic laws, and adopt policy changes that save lives. The goal is to create a culture that prioritizes traffic safety and ensure that mistakes on our roadways do not result in serious injuries or death.

All of us have learned important lessons from the central characters in the Book of Mormon. As we read about and study the lives of Nephi, Laman, Alma, King Noah, Moroni, and many others, we discover things we should and should not do, and we realize more completely the kinds of people we should and should not become.
In my study of the Book of Mormon I have been especially impressed with a particular description of Mormon, the principal compiler of the Nephite record. The specific depiction of this noble prophet to which I would direct our attention is contained in the first five verses of the first chapter of Mormon:
And about the time that Ammaron hid up the records unto the Lord, he came unto me, (I being about ten years of age . . . ) and Ammaron said unto me: I perceive that thou art a sober child, and art quick to observe;
At the conclusion of the June 2004 board of trustees meeting, President Hinckley called upon Elder David B. Haight to offer the benediction. It was the last board meeting in which Elder Haight ever participated. At the age of 97, Elder Haight had some difficulty as he tried to stand and offer the prayer.
Sister Bednar and I are acquainted with a returned missionary who had dated a special young woman for a period of time. This young man cared for the young woman very much, and he was desirous of making his relationship with her more serious. He was considering and hoping for engagement and marriage. Now this relationship was developing during the time that President Hinckley counseled the Relief Society sisters and young women of the Church to wear only one earring in each ear.
Now before I continue, I presume that some of you might have difficulty with my last example. In fact, this particular illustration of the young man being quick to observe may even fan the flames of controversy on campus, resulting in letters of disagreement to the Daily Universe! You may believe the young man was too judgmental or that basing an eternally important decision, even in part, upon such a supposedly minor issue is silly or fanatical. Perhaps you are bothered because the example focuses upon a young woman who failed to respond to prophetic counsel instead of upon a young man. I simply invite you to consider and ponder the power of being quick to observe and what was actually observed in the case I just described. The issue was not earrings!
Let me now address the question of why the spiritual gift of being quick to observe is so vital for us in the world in which we do now and will yet live. Simply stated, being quick to observe is an antecedent to and is linked with the spiritual gift of discernment. And for you and for me, discernment is a light of protection and direction in a world that grows increasingly dark.
Second, and more important, it helps us detect hidden errors and evil in ourselves. Thus the spiritual gift of discernment is not exclusively about discerning other people and situations, but, as President Cannon taught, it is also about discerning things as they really are within us.
And it came to pass that there arose a mist of darkness; yea, even an exceedingly great mist of darkness, insomuch that they who had commenced in the path did lose their way, that they wandered off and were lost. [1 Nephi 8:23]
I repeat again for emphasis the truth that discernment is a light of protection and direction in a world that grows increasingly dark. In these latter days you and I can press forward safely and successfully through the mist of darkness and have a clear sense of spiritual direction. Discernment is so much more than recognizing right from wrong. It helps us to distinguish the relevant from the irrelevant, the important from the unimportant, and the necessary from that which is merely nice.
The second thing is a little extra finish that I do when I have a minute or two more to spare. Rather than just drizzling olive oil on top, as is traditional, I love to heat it with some additional chopped garlic, minced rosemary leaves, salt and pepper flakes for a minute for a nutty, flavorful, slightly crispy, and dramatically sizzling finish, and alternative to the usual parmesan or pecorino, which is not unwelcome here, just not nearly as dynamic.
It should keep fine and leftovers should freeze, my only concern is that the pasta might get mushy when reheated. And you might need some extra liquid to loosen it if the pasta and/or chickpeas absorb as they sit.
I have to know if you took the time to remove the skins from the chickpeas for this. I agree it turns homemade hummus from good to transcendent, but am curious if they matter in this dish (can you tell I want to be lazy?).
I have a recent post just about cooking dreamy chickpeas, which you can use as a guide. I agree it can be done easily in a pressure cooker. I just got an InstantPot and did a black bean soup in it from dried beans last night in 30, nothing scary about it because of all of the safety mechanisms; chickpeas might need 40 to 45, less if they were pre-soaked.
The Zojirushi rice cooker definitely makes nice rice but being able to make rice in a flash as you are preparing dinner is priceless so I use the instant pot now. And yes, I have made some things in the instant pot that I felt would have been better cooked slowly over the stove.
this might be just the thing for our office potluck next week. Any ideas on keeping / reheating without a stovetop? Possibly cook a double batch the night before, cool, transfer to a crock pot, and let that reheat the next day? Or would the pasta turn to absolute mush? Thanks.
I think the pasta might turn to mush if too long, but you can help sidestep that by keeping it a minute undercooked. Also, you might need some extra liquid as the chickpeas and pasta will absorb as they sit.
Thank you! Not sure if the party is vegetarian or not but cannot go wrong with, say, grilled sausages and maybe garlic-rubbed grilled bread or toast (or garlic bread; or tomato bread). Or you can make bowls with some sauteed greens half-stirred and let people put an egg on it.
Just made it! So good and so simple! My kids ate it up like they would never see food again and my husband did likewise. I used a chickpea pasta I had on hand. I was amazed how tomato-y the sauce is with so little tomato. We will make it again.
