Greetings Neighbors, 

I am forwarding information related to Zoning and Planning Updates from the New Haven City Plan, including a survey link regarding New Haven's Vision 2034. I am also adding a few community updates. 

Public Safety
  •  At the last Compstat Meeting one commercial burglary-breaking & entering was reported in the Wooster Square neighborhood at 830 Grand Avenue on 2/14/25 at 12:32am. 
  • Connect New Haven is a new public safety program enabling the people of New Haven to help keep their community safe.Your participation will greatly enhance emergency preparedness by enabling police, fire, and public safety professionals to better assess and rapidly respond to criminal activity and emergency situations. It will also enable investigators to easily gather evidence in case of an incident. Connect New Haven offers homeowners and businesses with video cameras on their properties to connect with the NHPD to provide access to the videos in relation to crimes in the area. The link below explains the new project and how to register. I can also try to answer any questions or refer you to someone who can!  
52nd Annual Cherry Blossom Festival 🌸 Sunday, April 6th - 12noon-4:30pm 🌸
It's almost Spring and that means our cherry blossom buds are making progress toward blooming in April! Come celebrate the beautiful cherry blossoms on Sunday afternoon, April 6th from 12-4:30pm in Wooster Square Park. Soon you'll see posters around the neighborhood - and you can also download the flyer below. The Festival is a wonderful afternoon in the Park with live music, over 30 food trucks and opportunities to meet New Haven's arts and culture organizations as well as the Italian Heritage Societies. This year the Festival will also feature a Children's Area with activities planned all afternoon to keep children engaged and excited. Bring your blankets and chairs to relax and enjoy a picnic in the Park! The Cherry Blossom Festival is sponsored by the Historic Wooster Square Association - www.historicwoostersquare.org

Vision 2034 is a blueprint of the city's vision for the future, and a policy guide for achieving planning goals. It serves as a decision-making guide for residents, community leaders, and government officials in matters relating to land use, housing, transportation, sustainability, economic development, neighborhood planning, public investments, and capital improvement programs. Congratulations Fatima, Senior Project Manager


We want to kick off this newsletter by congratulating City Plan's Fatima Cecunjanin, who was recently promoted from Planner II to Senior Project Manager! Fatima has been with City Plan for three years, and her work on the Historic District Commission has been invaluable to the department and the city. Her work will now focus on special projects, including transportation planning and helping to coordinate multi-departmental work across the city. Congrats again, Fatima!

This month, City Plan said goodbye to our Deputy Director of Zoning Nate Hougrand who had been with our team for over a decade. As our second-longest tenured staff, Nate not only had a wealth of knowledge and context in our work, but was as a leader and mentor to other staff in City Plan and across the City, particularly around New Haven’s zoning and development. He will be missed, and we wish Nate the best!

Nate's departure means we are hiring for our next Deputy Director of Zoning! The candidate will have a once in a career opportunity to guide the rewrite of the City’s (1965) Zoning Ordinance with the goals and values of the Vision 2034 Comprehensive PlanThe candidate will be responsible for all activities related to zoning and ordinances, work closely with regulatory staff to support land use boards and commissions, and lead collaborative forward-thinking policy related to equitable and inclusive land use policy. We’re looking for a candidate with a dedication to public service, ability or experience turning high-level goals into concrete outcomes and who is passionate about the future of New Haven.

Youth Environmental Justice Leadership Summit at Common Ground


On Jan. 11, 2025, students on the Vision 2034 Youth Leadership Team presented to peers and nonprofit, City, and EPA staff on their work with the Vision 2034 comprehensive plan as part of the Common Ground High School's "Seeds of Change, Growing Youth Leadership in Environmental Justice" summit. Thanks to Common Ground and our EPA Environmental Justice Specialist, Keyana White, for continuing to support and celebrate young leaders in environmental justice!


This amazing team of high schoolers has been involved with community engagement in twelve neighborhoods, helping to run twenty events, leading to over a thousand resident touchpoints. However, ongoing funding for this initiative is threatened by the recent cuts to the EPA. We will share more in our next update as more information becomes available.


Local Governments as a Catalyst for Housing: Potential Lessons for New Haven?

PolicyLink and partner organizations just released their Housing for the People, How Local Governments are Building Social Housing Solutions for Public Good.” report. The piece offers guidance for local government in promoting social housing, exploring case studies nationwide and their corresponding implementation.

New Smoke Shop Ordinance


The City Plan Department, in coordination with members of the Board of Alders and other City departments, has developed a proposal for new zoning ordinances related to smoke shops and smoking places. These regulations include definitions for their uses (which currently do not exist in the New Haven zoning code), guidelines for permitting, and restrictions on where new businesses are allowed to be established. The proposed language has received favorable recommendations from the City Plan Commission and Legislation Committee. The proposal is expected to be voted on by the Board of Alders in February. The Consolidated Plan: Assessing Affordable Housing in New Haven


The Consolidated Plan is a document designed to help communities assess their affordable housing and community development needs; identify current community and market conditions; and make data-driven, place-based investment decisions. New Haven’s 2025-2029 Five-Year Consolidated Plan will describe the City’s housing and community development needs and provide a strategy that will guide how its grant funds will be spent. This document is required by the US Department of Housing and Urban Development for funding eligibility and these funds may be in jeopardy as a result of ongoing federal downsizing.
