Leprsent travail, tout en s'inscrivant comme contribution aux microdterminations des constantes physiques des corps organiques, est en mme temps une contribution la microanalyse fonctionnelle organique, en ce sens qu'il prconise l'emploi de deux constantes physiques: la temprature de fusion eutectique et l'indice de rfraction pour identifier les acides amins.

Toutes les dterminations se font en une minute et sur un cristal. Cette mthode est extensible d'autres classes de composs et susceptible de rendre de grands services dans le contrle industriel et biochimique.

La mthode prconise ici pour l'identification des corps organiques concurrence avantageusement celle de prparation des drivs des substances organiques et permettrait en outre d'acclrer les dductions de l'analyse qualitative organique classique, bases sur les diffrences, de solubilit (mthode deStaudinger, Kamm, Shriner, etc.). Ces nouvelles techniques se prtent aussi une extension quantitative.

Die vorliegende Arbeit ist sowohl ein Beitrag zur Mikrobestimmung physikalischer Konstanten organischer Stoffe, wie gleichzeitig auch ein Beitrag zur funktionellen organischen Mikroanalyse. Es wird vorgeschlagen, die Bestimmung zweier physikalischer Konstanten, nmlich der eutektischen Temperatur und des Brechungsindex zur Identifizierung von Aminosuren zu verwenden.

Diese Bestimmungen sind in einer Minute an nur einem Kristall ausfhrbar. Die Methode ist auch auf andere Arten von Verbindungen bertragbar und geeignet, bei der Untersuchung technischer und biochemischer Produkte gute Dienste zu leisten.

Die vorgeschlagene Methode ist vorteilhafter als die Identifizierung organischer Stoffe ber den Weg der Herstellung von Derivaten. Auerdem lt sich mit ihrer Hilfe die Ausfhrung des klassischen organischen Analysenganges nach dem Prinzip der Lslichkeitsunterschiede (Staudinger, Kamm, Shriner u. a.) beschleunigen. Die quantitative Auswertung der angegebenen Verfahren ist in Aussicht genommen.

This study, though entitled as a contribution to the microdetermination of the physical constants of organic compounds, is at the same time a contribution to functional organic microanalysis, in the sense that it involves the use of two physical constants: the eutectic fusion temperature and the index of refraction for identifying amino acids.

All the determinations can be made in one minute and on only one crystal. This method may be extended to other classes of compounds and is capable of rendering great service in industrial and biochemical control.

The method given here for the identification of organic compounds competes advantageously with that of preparing derivatives of organic materials and furthermore it permits speeding up the deductions of classical qualitative organic analysis based on the differences in solubility (method ofStaudinger, Kamm, Shriner, etc.). Quantitative developments are being studied.

This course deals with the fundamental processes that control the behavior of metallic pollutants (e.g. Zn, Pb, As, Ag, Cr, U, Fe, Mn...) and nutrients (Nitrate, phosphate...) in soils, groundwater, mine waters, lakes, and wastewaters. In the first part, the fundamental processes conditioning the mobility/reactivity of these pollutants, and their solubility and toxicity are discussed, i.e. bacterial respiration and the redox chain, the parameters conditioning their retention (specific surface, density/nature/structure/strength of the reactive sites, pH) and their modes of interaction with solids (complexation/ionic exchange/hydrophobicity) are treated, and exemplified.

The second part of the module is dedicated to the illustration of the taught subject, i.e. dedicated to the visit of two respectively sulphide and carbanate-based mining sites and the associated societal, environmental and technical management problems and outcomes. This visit is followed by three days of practical work in the laboratory with the study in small groups of the metal content of the sampled soils, the composition and the BOD of wastewater and the complexing reactivity of reactive soil organic matter. A reading and oral presentation of related scientific publications is included.

Language: Course in English, overheads in French, the 'mines' sites visit ans sampling is in French. A 50-page course summary written in English and French is distributed at the beginning of the course.

Deuxime d'une srie bisannuelle, la confrence I.U.P.A.C. de chimie organique physique, tenue cette fois en Hollande, vient de s'achever. Elle tait parfaitement organise par nos collgues E. Havinga (Universit de Leyden), Th. J. de Boer (Universit d'Amsterdam), H. Kloosterziel (Uni versit de Leyden) et H. C. Vorger (Koninklijke/Shell, Amsterdam).

Outre celles mentionnes l'article 1er, les orientations pluriannuelles des finances publiques dfinies par la loi de programmation des finances publiques comprennent, pour chacun des exercices auxquels elles se rapportent :

1 Un montant maximal pour les crdits du budget gnral de l'Etat, pour les prlvements sur les recettes de l'Etat ainsi que pour les crations, suppressions ou modifications d'impositions de toutes natures affectes des personnes publiques ou prives autres que les collectivits territoriales et les organismes de scurit sociale ;

2 L'objectif de dpenses des rgimes obligatoires de base de scurit sociale ainsi que l'objectif national des dpenses d'assurance maladie de l'ensemble de ces rgimes ;

3 L'incidence minimale des dispositions nouvelles, lgislatives ou prises par le Gouvernement par voie rglementaire, relatives aux impositions de toutes natures et aux cotisations sociales ;

4 Les plafonds de crdits allous aux missions du budget gnral de l'Etat ;

5 L'indication de l'ampleur et du calendrier des mesures de correction pouvant tre mises en œuvre en cas d'carts importants au regard des orientations pluriannuelles de solde structurel, au sens du II de l'article 23 de la prsente loi organique, ainsi que les conditions de prise en compte, le cas chant, des circonstances exceptionnelles dfinies l'article 3 du trait, sign le 2 mars 2012, prcit.

La loi de programmation des finances publiques peut comporter des orientations pluriannuelles relatives l'encadrement des dpenses, des recettes et du solde ou au recours l'endettement de tout ou partie des administrations publiques.

La loi de programmation des finances publiques prcise le champ des crdits, prlvements et impositions mentionns au 1. Les montants et objectifs mentionns aux 1 et 2 s'entendent primtre constant.
