I'd say that at least half of the items flagged in our preliminary inspection were not handled by the time we moved into the apartment. We still don't have heating, and we actually don't even have a thermostat for either bathroom, and they don't seem to be connected to any of the other ones. 

From what I understand from the Steiner communications (and reading between the lines), they are pretty much behind schedule, so they are going down the block in order to attempt to get people moved in on schedule, and in the end of May will loop back and make the fixes the apartments in order again.

Not an ideal situation, but certainly pragmatic.

Regarding heating:

I have more than I care for - the thermometer currently reads 24.9 °C. After I turned all three temperature dials way down, I had a look into the thermostat/valve box (photo attached) and saw that

- the four valves controlled by the three temperature dials (bedroom 1, bedroom 2, kitchen, living room; the latter two controlled by a single dial) were appropriately shut
- three further valves (bathroom 1, bathroom 2, corridor) were wide open (top part protruding, red part visible)
- the control cables coming out of those three valves led nowhere, so no wonder the valves were fully open.

The electrician told me that the three open valves should be controlled centrally, as a function of outside temperature. Clearly, they need to be hooked up to the central control unit for that to work.

In the meantime, I simply turned the heating-water supply completely off and am waiting for the apartment to cool down, at which time I'll open the main pipe just enough to arrive at a "normal" temperature.

As to your general question about when everything will be fixed, I was told that they'll start with a great fixing session once everybody has moved in, i.e. not before May.

That's interesting - I think we have the opposite problem. We tried all the thermostats on full, and we could never get the bathroom ones opening at all. So it is the case that you can just turn these things by hand? I'd assumed it was electronic only?

Indeed, the only thing I turned by hand is the main valve that controls
the flow of water to all the electronic valves (in the photo, you can
see half of it at the left edge of the picture - but if you just follow
the pipe, you'll also find it :-) ).

You can see the success (or not) of your endeavors by looking at the
transparent gauges below the electronic valves (there's one gauge per
valve) - these show the flow of water per time unit through the valve.
Mine currently all show zero although I have three valves open, because
the main valve is shut.
