Notes:
- Turn "none" into real filter.
- Add some kind of "can use" permission to Filter class.
- Allow roles to be granted "can use" for Filter class.
Work out in more detail with general roles/permissions feature.
Must not violate Prime Directive.

Moving this to another release since 0.7.0 is changing the Filter system.
